Anita Maldonado, Ph.D.

I have known Malcolm for about two years and found him to be a very distinguished professional with an unwavering commitment to the empowering of others. Malcolm has strong leadership qualities that have enabled him to garner the respect and admiration of his superiors and colleagues. He is a hard working, self-starter who invariably understands an organization's mission and has a vision on how to carry out that mission quickly and effectively. During his tenure at IMPACT as the Call Center Supervisor, he was resourceful, creative and solution oriented. He was frequently able to come up with new and innovative approaches for his department and for the organization overall. Based on my experience with working with Malcolm, I can unreservedly recommend Malcolm to any prospective employer. It is without question that I anticipate great things in the future for him. While working in the Health Lodge (think ER/ Urgent Care/ Clinic) my role was to assist the physician and Health and Safety Manager in the delivery of care and health services. Served as the primary care provider in the absence of the physician and or the Health and Safety Manager. Oversaw the day-to-day operation of the Health Lodge including administrative, logistics, and clinical aspects. Served as the SBR Health officer and was responsible for health screenings of all participants and staff. This also included conducting inspections on the operations of the HealthLodge to ensure operational readiness. For the 2019 World Scout Jamboree, I served as an Emergency Management Assistant. This multi-faceted role worked actively as part of the emergency planning and operations team in an ICS/ NIMS incident management team. As part of this role, I oversaw the emergency operations center that provided command and control of some 500 security, rescue/ EMS and firefighting personnel. In addition, I provided intel and information while coordinating resources for incidents such as missing person/ search and rescue (SAR) missions, multiple public health threats, multi-casualty incidents (MCI), wilderness/ trail rescues and a HAZMAT response. During this time, the camp housed in excess of 50,000 Scouts and Scouters from all over the world. Finally, using the Adobe Connect platform, I created multiple portals that allowed incident, organizational and medical management to have a common operating picture regardless of the situation that we were called upon. This platform integrated several real-time information/ data streams, including live video into one common operating picture that provided situational awareness to local responders, the EOC, the joint interagency task force and others during incidents.
