      The Productive Sector’s working group outlined the requested plan for the analysis of each of its sectors (Agriculture, Industry, and Trade). The year 2010 was used as the baseline year for the assessment of each sector’s data and the need to analyze the status of each sector over the past decade, the affect of the crisis on the sector, the need to restructure each sector according to international standards, as well as the need to establish a legal framework to facilitate the transfer of money and encourage investments were all outlined. The working group also outlined recommendations for the redrawing of the investment map for each sector according to the real prices for productive inputs. The participants stated that large investments would be slow in returning to the Syrian market in the period immediately following the end of the crisis, and thus an analysis of the mechanism to activate small and medium enterprises, as the main force to get the wheels of the national economy spinning again in the initial post-crisis phase would be necessary.
