Public Infrastructure Evaluator

• CoST is an initiative designed to promote transparency and accountability in publicly financed construction. It was developed by the United Kingdom’s Department for International Development (DFID) in 2007 • Evaluated the process of projects starting from project identification followed by planning, tender coordination to contract awarding. • Measured the level of transparency in three procurement entities in the country as a part of CoST Assurance Team • Traveled to different regions of the country for field reviews to witness and analyze the technical aspects of the public works, including training public officials in the CoST methodology • Increased the percentage of disclosure in public infrastructure projects, from 26% to 54%.
