  Currently advising research on an exciting international research project aimed at creating evidence on successful public sector projects based on blockchain technology. Originally co-founded and project managed the creation and release of the initial iteration of GovChain. A group of leading blockchain companies and experts are partnering with key contacts and strategic partners with experience in the international policy space and European Parliament to create a research paper which assembles best practice in implementation and regulatory treatment of Blockchain and Distributed Ledger Technology by governments and the public sector around the world. This paper will look at the governments that have been seen to be proactive and successful in blockchain adoption. The paper seeks to understand the lessons and best practices in how adoption of blockchain and DLT has been accomplished and what were the drivers for implementation. The paper will also look to understand the barriers holding back governments that have been ‘blockchain sceptics’ – those who have considered the technology and disregarded it. Important lessons can also be learned from these governments’ questions and scepticism in order to counter future concerns. The paper will both map the regulatory environments and key Blockchain national leaders as well as creating original research by interviewing the intrapreneurs within the public sector on their lessons learned for other countries. From this, we will formulate a series of conclusions and policy recommendations for government and public sector bodies closer to home in order to aid the widespread adoption of blockchain and DLT.   On November 8, 2013, Typhoon Haiyan, the strongest storm to make landfall in recorded history, tore through the Philippines at speeds of 195 mph, ripping up farms, levelling villages and leaving more than 6,300 dead. In its path of chaos and destruction, Haiyan also damaged or destroyed 1.1 million homes. All Hands Volunteers arrived in the Philippines within days of the storm and has been there working on the relief effort ever since. Following months of demolition and deconstruction, All Hands Volunteers shifted its focus in May 2014 towards long-term recovery, concentrating on building temporary and permanent homes both in the cities of Ormoc and Tacloban. Since then All Hands Volunteers has collaborated with many local and international organizations such as the International Organization for Migration, USAID, Operation Blessing, Catholic Relief Services, Samaritan’s Purse, Gawad Kalinga and Humedica, and has helped to build and repair more than 561 homes, shelters, hospitals, or schools.
