Became Senior Legal Advisor in 2015. I have advised FCC Commissioner Mignon Clyburn on more than 300 domestic regulations involving commercial wireless, satellite, public safety services, and international communications policies. Key policies include: dynamic spectrum sharing in the TV White Spaces and 3.5 GHz bands; finding more spectrum for unlicensed uses in the 3.5 GHz, 5 GHz, 6 GHz, and 57-71 GHz bands; rules for next generation (5G) commercial wireless services; developing rules for several spectrum auctions such as H Block, AWS-3, and world's first incentive auction of broadcast TV spectrum; reform of several satellite operations and licensing rules. I drove competitive and legal analysis of several mergers, spectrum leases, and other asset transactions. I also monitor and advise her on international policy developments involving communications and technology such as the Privacy Shield agreement between the U.S. and EU, the EU's amendment to its Electronic Communications Code, ICANN, and the International Telecommunications Union. I develop strategies to build consensus with communications companies, industry associations, Congress, other federal agencies, and state and local government agencies. I have acquired substantial public speaking experience by appearing on several panels about how FCC regulation impacts the communications and technology industries. Managed staff work on several wireless company mergers, including the $35 billion Sprint-Nextel merger. The Chairman of the FCC commended the team for releasing the order approving the Sprint Nextel merger in agency record time. Managed staff work in the handset exclusivity proceeding. One of the primary drafters of the agency items proposing regulations for the nation’s first interoperable public safety wireless broadband network. In 2006, worked closely with reknowned engineer Dale Hatfield on E-911 technical issues. Drafted Commission orders on a number of other matters with nationwide policy implications, including a petition for reconsideration of an auctions order, the 2007 proceeding on roaming obligations, several 800 MHz rebanding cases, 2006 rulemaking proceeding to ensure FCC’s tower construction policies comply with environmental statutes.
