  I chair the Environmental Practice Group. My practice is concentrated in environmental law and I represents clients on all aspects of federal, state, and local environmental permitting. I have extensive experience in all aspects of water quality and resources, including the federal and state Clean Water Acts and corresponding regulations, NPDES permits, State Waste Discharge Permits, stormwater, reuse and reclaimed water, wetlands, Section 404 (dredge/fill) permits, Section 401 Water Quality Certifications, Hydraulic Project Approvals, Total Maximum Daily Loads (TMDLs), Use Attainability Analysis, Site Specific Criteria, effluent trading, offsets, aquatic leases and easements, contaminated sediments, and water rights. I have substantial experience permitting complex infrastructure and transportation projects, sewage treatment plants, industrial wastewater facilities, municipal and industrial land application sites, reuse and reclaimed water projects, stormwater conveyances and facilities, retail, commercial and residential development projects, industrial facilities, and energy projects.
