You could meet tens of thousands of people in your lifetime, but you will never meet someone quite like Dr. Lloyd Sparks. Because of his deep level of knowledge in many areas of study, sometimes I wonder if he's human. But then his kind heart, and dedication to his students, employees, and coworkers, remind me just how human he is. I would gladly work with or for Lloyd on any project, because I know that his level of knowledge, open-mindedness and ability to work with anyone would make for a very enjoyable and productive work environment.

Lloyd served as Battalion Sergeant Major for our reserve unit. Lloyd is a no nonsense pragmatic leader who set the example by which others followed. He kept his opinions to himself but what opinions he did share always had a basis in fact and practical experience. He is a warrior leader.

      In 2009 I was tasked to oversee the delivery of 2,520 hours of instruction at Ft. Devens Military Intelligence (MI) school. I managed the schedule of 12 contractors plus two unscheduled pop-up classes, delivering 3,264 hours of instruction, exceeding forecasted hours by almost 30% for 2009. In addition, I prevented a $390,000 cost overrun. Starting in 2010, I managed the expansion of the MI school program to four programs with 40 contractors. I appointed and trained four junior managers, and supervised four simultaneous programs of instruction. As a result, we trained over 400 students, delivering the highest test scores and graduation percentage in history of the school. I was commended as the best of 40+ instructors. I perfected the delivery of scheduled instruction to zero failures by implementing systematic pre-execution checks and back-up procedures. We exceeded 100% delivery of contract hours, optimizing program success and customer satisfaction. I was rated both years by Raytheon as “greatly exceeds expectations.” I developed an efficient method of coordinating instructor hours that minimized overtime and deconflicted teaching schedules, creating a comprehensive system and display of the manning table and scheduled events. The system was so effective that it was adopted as SOP by the customer in 2009. I eliminated over $50,000 per week in wasted contract instructor costs over 10 weeks. I also improved work space, connectivity and accountability for equipment and supplies by creating and implementing a Raytheon Six Sigma project. The result doubled available work space, ensured reliable connectivity, and simplified supply accountability in 2010 with no additional cost to the project. Show less

      I improved battalion Battle Focused Readiness (BFR) statistics by identifying and training the weakest performers while rewarding soldiers who maintained readiness. As a result, we raised battalion BFR statistics from last place to first out of 25 training battalions in 2010. I introduced the new Army Learning Model 2015 (ALM) policy by designing and implementing collaborative, student-centered instruction methodology in compliance with ALM.
