      This research consultancy project concerns implementation gaps – the gap between what is on paper (a policy/law) and what is happening in reality – related to transparency, accountability & participation in the natural resource sectors. The project is linked to the Brookings Institution’s project Leveraging Transparency to Reduce Corruption. The research, which I am conducting together with Jorge Florez, uses a theory-building case study methodology to investigate how an implementation gap occurs and what can be done to prevent it from happening. We draw insights from experiences in the mineral sector in Colombia and oil and gas sector in Nigeria.

      I assist the World Bank’s Global Partnership for Social Accountability (GPSA) with the Research & Learning aspects of their grant-making, especially with the final evaluations of projects. I also conduct other work, including writing analytical pieces on social accountability. In 2019, I conducted the final evaluation of a multi-sector and multi-region social accountability project in Ghana called ‘Making the Budget Work for Ghana’. The evaluation focused the analysis on the results obtained by the project as well as how these results aligned with the GPSA’s theory of action on collaborative social accountability. I presented the research at the 7th annual GPSA Forum at the World Bank in Washington D.C.

      I was jointly commissioned by the International Budget Partnership and the INTOSAI Development Initiative to write a research report on external audit and oversight. Specifically, it focused on the “audit and oversight ecosystem”: a way of looking at countries’ audit function as a system of interconnected actors and processes. The research was based on quantitative data analysis, drawing on Open Budget Survey data, supported by brief descriptions of good country practices from around the world.       I researched and drafted parts of an OECD report on illicit financial flows, which focused on the policies, laws and institutions in place to tackle illicit financial flows in OECD member states and the effectiveness of these frameworks. I specifically worked on the chapters concerning international tax evasion and avoidance, adherence to the OECD Anti-Bribery Convention, international recovery of stolen assets, and the role of bilateral development agencies in curbing illicit financial flows.
