      The head of the Directorate asked the Futures Team to prepare an analysis of the external environment and identify the emerging trends that could potentially impact on tax receipts as well as tax gap. The Futures Team are not tax professionals and so my challenge is to study their report and identify the options for Tax Policy interventions. I picked out the important elements that may be amenable to tax policy innovations. Identified the main threats to and the main opportunities for the tax system, tax revenues across the main regimes and tax compliance. Considering the trends described as being valid for the next five years or more. From this I then prepared a detailed proposal, based on my analysis, that: Gave reasons why I selected particular issues for scrutiny. Identified counter measures for any anticipated revenue falls. Identified opportunities for new taxes to stem from any shortfall as well as offsetting the cost of managing the pandemic. Identified new ways of collecting both new taxes and existing taxes that reduces the cost of compliance as well as the cost of collection. Identified what barriers might exist to the proposals identified and how I might counter such barriers.
