As the DBSAE Chief Engineer, I serve as the principal advisor to the BTA/DBSAE Component Acquisition Executive (CAE) on all issues regarding System Engineering matters, as related to program life cycle activities for the Supply Chain, Finance, Travel, and Human Resource enterprise programs. The BTA CAE has responsibility for over 20+ enterprise programs with estimated total Portfolio operational funds at $180M+ providing business capabilities supporting DoD business operations. As the DBSAE Chief Engineer I have technical oversight, guidance, and responsibility for the following functions: System Engineer Planning, Architecture and Standards, Data Integration (Ontology), Configuration Management, Business Intelligence, Continuity of Operations (COOP), Hosting Management strategy to include SLAs (Service Level Agreement) and QoS (Quality of Service) Agreements, Release management, and Program Management Dashboard. I manage a team of interdisciplinary background from business process, architect, system engineers, and developers. I oversee advanced future technology research and development (R&D) activities in the area of Services Oriented solution, data virtualization, data ontology/common vocabulary, and services with cloud computing. We leverage a proven technical assessment methodology called the Integrated Feasibility Assessment (IFA) working with the stakeholders to define the requirements, perform capability assessment, and make recommendation/business case on new and existing capabilities. Several key IFA studies including DoD versus Commercial Hosting which has the potential for 43% cost savings for DoD in five-years; Data Integration, Vendor Portal, and Enterprise Service Bus (ESB) all resulted in transformational initiatives for BTA DBSAE. I oversee the implementation of several centralized capabilities supporting DBSAE and BTA to include Business Intelligence Dashboard, Common Vocabulary/Ontology, and Configuration Management (CM) tool. • Chief Engineer for eBusiness Engineering Support Branch
      • May 2003 - Sep 2006

As the Chief Engineer for the eBusiness Engineering Support Branch, I was responsible for delivering eBusiness solutions to an estimated $15M Program Portfolio to include the Global Exchange Services (GEX), Electronic Document Access (EDA), Wide area Workflow (WAWF), and eBusiness Standards capabilities. • I managed 10 Government employees and 20+ Support Contractors to oversee full system life cycle support for EDA and GEX programs from Configuration Management, Requirement, Design/Development, Test, Deployment, and Operations. GEX provided data transformation/mediation and routing enabling business to business exchange between systems in the Supply Chain, Finance, Human Resource, Transportation, and Travel. In 2006, over 600M+ transactions processed through GEX. EDA is Defense Finance (DFAS) authoritative repository for post Contract award information. • We supported the WAWF program in the development of the WAWF Management Report capability utilizing share resources to include personnel, software, and hardware between the WAWF and the EDA teams. I also supported the then Program Manager with technical reviews (e.g., Preliminary Design Review, Critical Design Review, etc.) including source code walk through. WAWF provided single-face to the industry for invoice submission and status. • I provided technical and software trouble shoot/debug on Programs operational issues. We established Tiger Team to assess Programs technical issues and defined short-term and long-term solutions for improving the Programs performance issues. • I facilitated and coordinated with the eBusiness PMOs to implement a centralized Configuration Management capability using Serena Dimensions.
