I analyzed and developed designs, cost estimates and solicitations for a wide variety of projects, ranging from small space alterations to prospectus-level design and construction projects for the region. Performed budgetary cost planning and calculation of design parameters for submittals. Analyzed, estimated and establishes the Government position for expenditures for proposals from contractors for changes involving major modifications to systems and large Federal expenditures. 1. Marine Surveyor & COTR for the Military Sealift Command ship operating contract for the USNS Shughart, Gordan, Gilliland, Yano and Soderman. Maintained Configuration control of ships. Developed and implemented a multi-faceted surveillance plan utilizing risk management for quarterly inspections and ship yard surveillance of ships. Formulated and presented technical presentations and written reports to Military Sealift Command Program Managers & Area Commanders. Performed three separate ship surveys in Dubai, United Arab Emirates with members of DCMDI on 4/1998, 12/98, & 3/99. Surveys were on four ships identifying problems with contractor maintenance and operation of the ships. Performed a repair survey on 3/2000 in Dubai, United Arab Emirates. 2.Lead Engineer and Integrator for the Lockheed Martin Rapid Response to Critical Systems Contract. Established and maintained metrics for the contract. Analyzed data collected by QARs. Maintained Configuration control for work being performed on individual delivery orders. Port Engineer for TAO 187, 143 and 109 class fleet oilers. Fleet introductory Port Engineer for the USNS Kanawha. A). Responsible for the writing, cost estimating and management of maintenance, repair, modernization, reactivation and lay up specifications and designs for various steam and diesel merchant ships. Lead Project Manager/COTR and Asst. Project Manager for various drydocking, overhaul, and inport ship repair contracts. Total contract value ranged in size from 80K to 13 Million and in time frames from one week to six months in various shipyards in the continental United States and Caribbean, working both as team member and unaccompanied. Provided engineering guidance in repair procedures, maintenance and operation of diesel engines, pumps, boilers and various other machinery to Outside & Inside Machinists, various shipyard trades and ship's Operating Engineers both at the supervisor and production levels. Sailed vessels to survey damages, prepare repair specifications and troubleshoot problems with new and existing machinery. Supervised junior engineers, draftsmen, surveyors, various tradesmen, and operating engineers. Furnished parts and repair logistic support to ships operating outside the continental USA. Lead Project Manager/Engineer responsible for the maintenance and repair budget ($6,215,000) and the twenty year life-cycle maintenance of two USCG/ABS classed, TAO 191 class, civilian manned Navy fleet Oiliers. B). Served as Asst. Director of MSCLANT’s Naval Fleet Auxiliary Force Fleet Oilier Engineering Division for a six month rotation. During that period I supervised and provided functional mentoring and coaching to six senior engineers and three senior marine surveyors. I contributed to consistent policy implementation and identifying of developmental needs to improve the quality of products and services provided.
