  The ITTP was initially developed together with the liberation movement SWAPO of Namibia to educate teacher in the refugee camp Kwanza-Sul in Angola. After Namibia's independence in 1990 it was further developed in northern Namibia before some of its educational ideas were transformed into a new national education programme in the country, called BETD.
