Serve as the senior policy advisor in OAR to lead environmental programs and policy innovation campaigns including coordinating with key leaders throughout EPA to build consensus on innovation priorities. Represent OAR in meetings with managers and external stakeholders including federal, state, local, and tribal government agencies, non-profit organizations, advisory groups, and industry. Key Contributions:• Environmental Program and Policy Innovation: Provide guidance, information and assistance to senior-level managers within OAR regarding program innovation and organizational change. Work across the Agency to develop consensus on a wide range of innovation priorities. Initiated process to increase coordination on the control of toxic pollutants. Represented OAR on intra- and inter-agency working groups with focus on Partnership Programs and Environmental Stewardship• Environmental Justice: Developed and managed the Community Action for a Renewed Environment (CARE) program, a unique cross-office program which provided EPA support to low-income racially diverse communities, creating partnerships that identified and addressed the pollution problems that the community determined were most important. I matrix-managed 100 EPA staff organized in joint Headquarters/Regional teams. CARE succeeded in changing EPA’s approach to working in environmental justice communities. • Energy: Co-author of a paper comprehensively assessing the Clean Air Act’s potential to regulate greenhouse gases and focus on a range of energy and climate issues regarding greenhouse gas control. Developed and launch EPA’s Business Guide to EPA Climate Partnership Programs. • Enforcement: Collaborate with the Office of Enforcement and Compliance Assurance to boost compliance with all environmental laws through the Next Generation Compliance initiative. Served as the co-chair of the staff group to optimize the rulemaking process with the EPA-wide Rule Effectiveness Initiative.
