      Analysis of HR practices within a public administration In practice, this amounts to emphasize the preliminary phase of the primordial awareness of Public Management of adequate Human Resources for the development of performance, whether actions involving officials at the individual (eg competency assessment) or organizational (HRM aligned with the organizational strategy followed). This subject has focused primarily on the diagnosis of HR practices implemented within the Consulate of the Kingdom of Morocco in Canada. Then, a qualitative study, type "case study" on a sample of 19 consular officials was necessary to clearly have an idea about the satisfaction of the consular staff leading to analysing the existing HR practices. I also used a diagnosis of social management in the Consulate in order to better reflect the Human Resources system of reality where a conventional administrative system and a modernized by implementing a public HRM listens to its staff are omnipresent. However, this contradictory existence of two systems hinders the development of the performance of the public service, first because of the emergence of problems due to this polarity and secondly, because of the lack of lucidity and clarity of objectives .
