Role scope: full development of a new programme business case (successfully signed off by all regional DHBs), full development of foundation project-level business case (approved regional DHBs and Ministry of Health), development and documentation for new multi-agency governance structure, restructure of stakeholder engagement framework, standards development and quality control for all programme documentation and 12-month communications and engagement planning and first-stage implementation.

Project partners include mana whenua, Auckland Council, Waikato Regional Council, Department of Conservation, Ministry for Primary Industries and the Hauraki Gulf Forum.Key role responsibilities...• All strategic planning, management and reporting for project engagement, communications and media (ECM).• External and internal stakeholder communications (strategic and implementation) including media.• Tasking, delegation and implementation support for a multi-agency team of engagement and communications specialists.• Direct liaison with multi-agency Project Board, Project Steering Group and Stakeholder Working Group, including direct executive communications support to chairs and co-chairs.• ECM representative on multi-agency project leadership team and marine spatial plan writing team.• Reporting responsibilities to Independent Review Panel. Project engagement scope: identified stakeholder groups within and bordering the 1.2 million ocean hectares of the Hauraki Gulf/Tikapa Moana Marine Park plus eastern Auckland and Waikato coastlines and catchments. Marine spatial planning has not been undertaken to this extent in New Zealand before, requiring up-scaling of UNESCO best practice approaches and continual adaption of engagement and communication mechanisms to serve a wide geographic area, reach small and/or remote communities and diverse stakeholders. Engagement programme formally referenced to IAP2 framework. The outcome of Sea Change – Tai Timu Tai Pari will be the first Hauraki Gulf Marine Spatial Plan, developed using an innovative, collaborative, ‘outside in’ stakeholder-led model. This plan will ultimately inform how the Hauraki Gulf is shared, used and safeguarded for future generations.
