Personally negotiated the implementing procedure with the Croatian Government. Structured, ran, and participated in the IFOR/Croatian Claims Commission and an arbitration tribunal to settle disputed claims. Created a database to record all claims filed for or against IFOR in the Former Yugoslavia. Conducted claims inspections for explosive demolition damage around Sokolac, Bosnia, after IFOR destroyed 200 tons of munitions in only seven days, badly damaging over 300 Serb homes nearby.
