As Deputy Fire Marshal with the City of Downey Fire Department, I was tasked with the responsibility of presenting to City Council, proposed code changes and adoptions, complex and politically charged enforcement actions or special projects requiring careful consideration to insure the safety of our public. This demanded the strong leadership at the top and, at times, required difficult and unfavorable decisions to be made. As Mayor, Kirk was always "engaged" with the matters at hand and when faced with these difficult decisions, always erred on the side of safety. It was a pleasure working with you Kirk.
