• Programme Planning and Implementation: • Provides advice and support to the development and phased implementation of the Electronic Vaccine Intelligence Network (eVIN) that includes vaccine logistics and cold chain management on one single information system platform in the state. • Building Partnerships: • Partners with the state level health vaccine structures to assess and understand the capacity needs and support required for the effective and timely implementation of the eVIN. • Working closely State Level Health officials, coordinating with the GAVI- HSS partners namely UNICEF and WHO and other development partners working on immunization. • Capacity Building and technical assistance for Government: • Assists state level government to identify capacity-building needs on eVIN. • Coordinate and monitor the Training activities planned by implementing partners. • Providing Leadership • Provides guidance and direction to the Project and to the Project team in the State. Data collection• Collate all data sent by NGO M&E Officers on a monthly basis.• Ensure that all data recorded and submitted by NGOs are complete, valid and accurate.• Participate and support other research and surveillance activities as and when needed.2. Data Analysis• Analyse NGO wise data at state level, and provide feedback to NGOs monthly based on the results of the analysis, especially those NGOs that are not on target to achieve Project milestones. • Respond to information requests from SACS and Project ORCHID whenever required. • Ensure that all the NGOs Update revised Master Indicators (2009-2010) monthly (Excel Sheet).• To regularly make monthly update the M&E Manager on program development in the state.• To assist the M&E Manager in ensuring measurement and timely reporting of statistical & narrative information to measure the progress of the project (milestones, log frame indicators, Dashboard Indicators etc)• To assist the M&E Manager in ensuring systematic implementation & up gradation of the existing CMIS by all NGOs & ORCHID staff 3. Training • Train and provide field support to the NGO M&E Officers. a. Train PEs and ORWs to maintain log books. b. Train ORWs to consolidate log books weekly and assist them with micro planning. c. Ensure that all registers are up-to-date and complete.• Train NGO M&E Officers to accurately enter data into the existing CMIS in a timely way (if daily not possible, please update twice a week).4. Partnership with SACS/NGOsa. Liaison with the SACS and NGOs to build/strengthen relationship for smooth functioning of program activities in coordination with the State Manager and M&E Manager.b. To ensure that Partner NGOs are being given adequate on-site technical support c. To ensure provision of optimal Harm Reduction services (including quality) being provided to KP by partner NGOs.5.
