Led program (annual budget: $5MM) focused on impacting federal and state level policy and programs to ensure health care reform (ACA) rules and regulations include comprehensive, integrated behavioral health services and increased access to addiction treatment services. Performed health care policy and budget analysis; federal, state and local coalition building; and grantmaking. Identified specific opportunities for health care coverage expansion, as well as risks and mitigation strategies for health care providers to minimize erosion of access to healthcare. Supervise and mentor the Drug Policy Program’s Coordinator and Associate. - Prioritized the assessment, funding and support of pilot programs that provide cost-effective addiction services within an integrated health care system. - Initiated RFP and selected six state coalitions of government and non-profit social service and advocacy partners to develop community-based alternatives to incarceration for those with substance use disorders. - Expanded funding and reach of program portfolio: doubled national advocacy funding from $2.2MM to $5MM and improved access to care for those involved in the justice system. - Engaged Medicaid insurers and new health care system partners in substance use disorder services advocacy to increase support for comprehensive behavioral health services. - Provided in-depth technical knowledge of the Affordable Care Act to grantees to support efforts to improve health and decrease client entry into the criminal justice system. - Co-managed a three-year, $10MM, nine-state demonstration project to increase access to, and sustainable funding for, high quality addiction treatment by changing public opinion. Oversaw a $2.8MM grant budget aimed at increasing sustainable funding for addiction treatment for uninsured and underinsured residents of Baltimore City in 2009. Analyzed national and state health care legislation and policies. Provided management and institutional development consulting to the Baltimore City substance abuse authority and other grantees to increase capacity, efficiency and quality of care. Worked one-on-one with heads of grantee organizations to develop their leadership and management skills. - Spearheaded a project to integrate screening and integration of substance use disorder care into primary care by training and utilizing existing staff and resources in all of the Baltimore Community Health Centers. -Grantee successfully implemented new screening and referral guidelines in four Baltimore clinics; the initiative was subsequently expanded statewide. - Developed education and advocacy programs focused on reframing addiction as a disease requiring treatment rather than incarceration; raised public awareness through articles, speeches, op-eds and other media outlets. - Served on the Substance Abuse and Mental Health Services Administration’s Technical Consultation Group for National Outcomes Measures initiative on Addiction Treatment Access and Capacity.
