Commissioner

Apr 1995 - Jul 2000
Appointed by Seattle Mayors Norm Rice and Paul Schell to develop public policy on LGBTQ issues. Twice confirmed by the city council. Recommended to the city council, and lobbied through enactment, three then-innovative LGBTQ civil rights ordinances despite opposition from The Seattle Times, the Downtown Seattle Association (DSA), the Director of the Seattle Office of Civil Rights, and potential opposition from the Greater Seattle Chamber of Commerce. Negotiated with the Chamber and DSA and secured neutral non-opposition and mild support. Assembled unanimous, veto-proof city council votes for the Gender Identity, Private Right of Action, and Employer Size Ordinances. Authored or co-authored twelve city budget allocations for innovative community, school, and health department programs. Invited to advise U.S. Presidential campaign and Washington State Governor on LGBTQ issues. Persuaded the mayor to hold civil-rights specific interviews of the three police chief final candidates and personally facilitated those interviews in the mayor's office by members of the Seattle Human Rights, Seattle Women's, and Seattle LGBT Commissions. Was invited by the city council to deliver the keynote speech at a public hearing concerning police conduct during the WTO Ministerial in Seattle. Delivered many televised testimonies on behalf of legislation and budget allocations that I proposed. Served concurrently with University of Washington employment. Show less
