In this role, Kelly is dedicated to improving the lives of individuals and families of individuals in long-term care in Illinois. She is instrumental in developing resources and offering support to ensure the success of regional and community ombudsmen. She amplifies the voices of residents across the state by testifying to legislators and advocating to government agencies on a variety of issues. Kelly has even created a statewide resident and family support council to ensure that residents’ voices are heard. Highlights of her duties include:-Coordinating, directing, organizing, and evaluating plans of the regional programs-Monitoring regional programs in Illinois and providing technical support for the programs-Conducting trainings and meetings for regional and community ombudsmen-Ensuring programs are serving enrollees pursuant to federal and state laws and related rules and policies and procedures administered by the state of Illinois-Serving as the policymaking official for the Long-Term Care Ombudsman Program and determining policy for the program objectives, program standards, and service output and program services-Supporting the state ombudsman in analyzing, commenting on, and monitoring the development of federal and state laws that can impact the health, welfare, safety and quality of life of residents living in long-term care facilities.
