I worked with Kato on DFID funded private sector development programmes on St Helena in 2009 and 2010. Kato was soon able to appreciate the concerns of the private sector and showed an impressive and proactive approach to engaging with the islanders, and help them to put strategies in place to create an improved enabling environment for business. Kato led a large research project centred around measuring government inputs; a technically challenging area. He was also an active participant of an informal study group that meet to discuss emerging economic issues.
