Country Research Coordinator│2018 Rights Mapping Pilot Project in Madagascar

Research conducted for the UNHCR Regional Office in Southern Africa (UNHCR ROSA) • Consultancy in partnership with Focus Development Association NGO Coordinated an in-depth legal and analytical research on Refugees, Asylum Seekers and Stateless persons' rights in Madagascar. Two-fold mission: • Legal Analysis — Analysis of Madagascar’s legal obligations in international and national law to protect civil, politic, economic and socio-cultural rights. Research included institutional framework, administrative and customary practices, Malagasy legislations. • Qualitative Research — Data Collection surveyed a sample of 100+ Refugees, Asylum seekers and Stateless persons on the obstacles they face in accessing their rights. Covered 5 major Malagasy cities: Antananarivo, Mahajanga, Fianarantsoa, Antsiranana/Diego Suarez, Toliara. Final Analysis Report served as analytical guide for orienting and implementing the UNHCR Southern Africa office’s protection Strategy in Madagascar, along with Malagasy government (Ministry of Foreign Affairs, Ministry of Interior, Ministry of Justice) and civil society/NGOs partners.
