Scope encompassed terms, scheduling, budgeting and financing. Achievements: ▪ Contributed to sector reform restructuring to improve services through moving from inefficient old programs to PPP based projects to ensure loss reduction (technical and non-technical), better bill collection services (AMI center). ▪ Improved scaled up investment projects to further reduce the technical losses, better energy correlation monitoring, and multiyear engagement for long term viability KPI based service and collection monitored contracts. ▪ Drove electric utility reforms and distribution projects through concession re-acquisition, preparation of new operation and maintenance terms/procedures, and new power sales agreement. ▪ Ensured that the portfolio is closely aligned with Government of Lebanon’s core mandate and strategic priorities and that the program results can be used for mainstreaming the energy policy agenda into country’s policy and supporting programming. ▪ Implemented successfully AMI smart meter countrywide that lead to a clear customer billing information system, billing and recovery framework that maximizes revenue collection efficiency and reducing the collection cycle. ▪ Fostered the Public Private Partnership projects in the Electricity Rehab and Technology Development to enhance revenues and ensure better customer services. ▪ Improved cash flow revenue collection management and reporting. ▪ Improved operations and maintenance procedures through rehabilitation and network optimization. ▪ Supervised and reviewed intensive investment EPC projects countrywide for further reduction of technical losses and to ensure timely and efficient allocation of resources and works to achieve better service targets and goals.
