  As the head of the Unit "Naissances-transcriptions" (Civil Status Department), I managed 4 managers and 30 employees from three different units (Birth declarations - Certificates - Transcriptions). As a people manager, my main goal was to combine a good quality of work, a great service to the citizens and a nice working atmosphere (reorganization of the work system, introducing appointments for the citizens...). As a project manager, I have worked with different IT projects such as (among others): - eSignature (electronic signature for the City employees to sign the official documents): writing the public call of tender document, describing the business needs, testing the program, training the employees, making it used by the population (project in use for the whole Demography Department in Brussels City)- eDesk (electronic portal to Brussels City administration): writing the public call of tender document, describing the business needs, testing the program, training the employees (project in use for the whole Demography Department in Brussels City)- Scanning (in a larger "paper less" program, digitalization of all the civil status registers of the City + metadata): writing the public call of tender document, describing the business needs, testing the program, training the employees (project in use in my units). As the head of this unit, I took part in working groups held by the Legislator to modernize the Belgian civil status Law system. As a civil status expert, I have advised and worked with Kimbanseke (Kinshasa, DR Congo) since 2009. Throughout those 9 years, I have helped making the official model of Birth, Marriage and Death Certificates in Kinshasa. We have worked to improve the coverage of the births, marriage and death by the administration by informing the population and training the employees (+ 60% of coverage). I have also taken part in the population census in Kimbanseke (more than 1,3 million people). Show less

  As the direct manager of the employees of two small units (20 people), I dealt with day-to-day situations with the population coming at the counters: - legal difficulties: people coming to the administration raise matters involving international private Law questions (more than 170 nationalities ergo more than 170 potential relevant Law systems)- agressiveness: people around the counter do not always come along and as a manager I had to intervene when needed- schedule management: making schedule for the teams (20 people) and managing real life hazards.
