Matt Barron
Joseph is one of the most talented leaders and instructional designers that I have had the privilege to work with. As the Executive Director of Online Learning, Joseph has led Bay College to be a national leader in online learning, accessibility, and open-educational resources. Over the course of a decade, his efforts to deliver high quality online education at Bay College resulted in significantly reducing the gap in passing rates between traditional courses and online courses. Joseph and his department developed a high quality instructor online certification course, introduced Quality Matters, developed an accessibility course, and successfully implemented a student online orientation. These efforts, combined with a series of consistent and quality training opportunities, have made a significant positive impact on Bay College students, faculty, and staff. Joseph has also been heavily involved in several important task forces and committees across campus. Diversity, equity, and inclusion are a passion for him and since he joined Bay College, he has co-led the institution's Diversity Committee, which has grown from a passive group to an active, campus-wide action-oriented committee. Diversity and equity are now a key part of Bay's strategic agenda because of the work Joseph has done. Additionally, Joseph has been a policy leader at Bay College, advocating for campus-wide efforts to be accessible to all students using a Universal Design for Learning approach. Joseph has also played a critical role in improving the quality of our instructor evaluation process by leading efforts to develop best practices and a set of standards surrounding teaching and learning in the online environment. Additionally, he regularly works with Academic Deans to implement best practices in teaching and learning evaluation. Bay College is now a nationally-recognized leader in open-educational resources thanks to Joseph's work. Joseph was heavily involved in obtaining a large grant that allowed Bay to develop a strong OER presence, and has led the institution to the national spotlight for the past 5 years. As the Executive Director of Online Learning, I provide leadership in the cultivation of our growing Online Campus. Increasing the number of programs we offer online and focusing on the quality of each course. It is my goal to offer online courses that use Open Educational Resources with certified online instructors. It is also my goal to prepare our online students via our mandatory Online Learning Orientation. Inclusion is one of my top priorities. Therefore, W.C.A.G compliance is weaved into every part of what I do.

As the director I have had the privilege to work with students, faculty, staff, information technology and administration to design entire degrees that utilize Open Educational Resources. Bay College has saved its students over $600,000 on textbooks since Fall 2015 semester. Launched in Fall 2017, students can earn an associate of arts degree using only Open Educational Resources, making the dream of a degree more of a reality. Currently, Bay College has 35 courses that use OER. I have designed and developed an online certification process that certifies our instructors to teach online via a six week online course that I created. I also, manage development and deployment of online and hybrid courses. I enjoy designing, developing and implementing college wide programs to improve student retention and performance. I work hard with faculty and staff on ADA and WCAG compliance. I also work closely with faculty to design engaging online communities and manage our instructional designer to ensure excellent online instruction. I develop and deliver faculty training with our instructional designer and collaborate with information technology to ensure our SIS and LMS systems are communicating correctly.
