Environmental site investigations, monitoring, and oil and gas industry emergency response and remediation activities on sites throughout Texas regulated by the Railroad Commission of Texas (RRC), and the Texas Commission on Environmental Quality (TCEQ) Voluntary Cleanup Program (VCP) and Leaking Petroleum Storage Tank (PST) Program. Experience includes management of ongoing response action crews following confirmed releases of petroleum products. Mr. Doyle is also experienced in the preparation, submittal, and execution of site specific health and safety plans, response action plans, as well as the production and submittal of a variety of reports for clients and regulatory agencies including environmental site investigations, risk based assessments, response action plans, response action completion reports, response action effectiveness reports, groundwater monitoring reports, and affected property assessment reports. His field work includes subsurface investigations involving the installation of soil borings/monitoring wells to evaluate the presence, source, magnitude and extent of petroleum hydrocarbons and/or chlorinated solvent contamination in surface soil, subsurface soil, and groundwater at industrial, commercial, agricultural, and oil and gas facilities. Mr. Doyle has supervised the installation of soil borings and temporary/permanent monitoring wells utilizing hand auger, direct push, and hollow stem auger techniques. Mr. Doyle is also experienced in various field collection methods for soil, sediment, groundwater, and surface water evaluation. His experience includes excavation soil confirmation sampling, surface soil sampling, well logging, well gauging, development and purging, as well as various groundwater sampling techniques for chemicals of concern including volatile organic compounds, petroleum hydrocarbons, metals, and monitoring for natural attenuation parameters in groundwater.
