Led 101st Airborne Division HQs’ SIGINT element, with responsibility for leading HQs team as well as supporting SIGINT teams at seven subordinate Brigades. Planned and executed deployment of all five elements to Afghanistan, including resourcing, training, establishing relationships with incumbents in country and replacements, and developing plan to draw down from eight subordinate Brigades to three in less than a year. Key Contributions:• Succeeded in recovering sensitive equipment, saving over $30M.• Established multilateral intelligence sharing arrangements, in addition to intelligence training program for Afghan soldiers.

Project Manager, Instructor

Served as Product Owner for Agile software development effort as well as Instructor for numerous courses. Delivered over 500 hours of instruction per year on various intelligence and SIGINT-specific topics.Key Contributions:• Developed training simulation that is now an Army-wide solution; won Army G8 award for modelling and simulations.• Rewrote over 85% of the courseware for three separate course offerings.• Trained 1,800 personnel over the course of three years in SIGINT operations.• Managed contract worth over $3.5M annually.

Program Manager

Served as primary action officer for the Army’s Foundry Program, responsible for planning and completing establishment of 14 training support sites worldwide. Successfully developed, secured, accredited, procured, delivered and installed IT suite. Secured funding and accounting for over $24M in procurement and other spending over three years. Handled contracting for goods and services, and selection and hiring of staff. Reported to senior management regarding ongoing status. Utilized Waterfall methodology to ensure on time, on budget project completions.Key Contributions:• Managed government procurement of over $24M in hardware, software licenses, IT installation and upgrades, IT/comms integration, building remodels and development of training curriculum.

Project Manager

Spearheaded National Tactical Integration effort of the Meade Operations Center, with responsibility for identifying and implementing best practices and requirements for SIGINT operations in Iraq. Led creation of office to manage these cross-functional activities that still exists today. Handled management and enhancement of software tool built to provide near real time access to collected information. Managed certification and accreditation of software for use on secure networks, developed logic for software coding, and trained operators and installers (in U.S. and Iraq) to seamlessly integrate with other data handling systems. Key Contributions:• Developed software interface that proliferated to 90% of Army users in Iraqi theater within three months.• Established database that ingested more than 44M lines per day that was presented through nine different tools back to a user population that exceeded 300 at 42 different sites.
