      SIGAR’s Lessons Learned Program is akin to a think tank within the federal government and is tasked with identifying recommendations for Congress and the agencies it oversees to inform future programming in Afghanistan and elsewhere. Our 15-person team is best known for our research that in 2019 the Washington Post repackaged into a six-part cover series called the Afghanistan Papers. In this role I translate highly technical concepts from a wide variety of policy areas into simple, digestible language for non-experts and advocate for ways to make the federal government more effective. I focus on aid effectiveness and monitoring and evaluation.* Advised Congress, State Department, USAID, and Embassies on how SIGAR's analysis on the lessons from Afghanistan can inform the rollout of that new approach in Global Fragility Act pilot countries.* Subject matter expertise in: Stabilization: Global Fragility Act (GFA) & Stabilization Assistance Review; Donor electoral support; Monitoring and evaluation in conflict environments

      One of three authors of SIGAR's 2018 lessons learned report on stabilization with a focus on USAID programming and monitoring and evaluation during the period 2009-2016. Stabilization is an integrated civilian-military process to create conditions under which locally legitimate authorities can peaceably manage conflict. The report seeks to answer the questions: what worked and what did not, and what lessons from Afghanistan should be applied to other stabilization efforts and contingency environments?* The Stabilization report garnered praise from the USAID Kabul Mission Director, as well as representatives from the Afghan government and multiple coalition partner governments, including Germany, Denmark, the United Kingdom, and Sweden. * Won an CIGIE Award for a Special Act of Excellence.* Provided tailored recommendations to the Afghan government on the proposed expansion of its Citizens' Charter program into less secure areas.* At the request of Senator Todd Young’s office, wrote a brief in support of re-establishing the Civilian Response Corps. During his nomination hearing, the Senator asked Secretary Pompeo which of our recommendations he would implement * Senator Merkley offered an amendment to the 2019 NDAA that quoted our findings in full.* The acting Deputy Assistant Secretary of State for the Bureau of Conflict and Stabilization Operations instructed his entire bureau to read the report in full.* Briefed State CSO on staffing questions in northeastern Syria.
