      • Feb 2016 - Present

Currently working throughout the education sector in a variety of roles, from providing project management services on large capital projects through to strategic advice and guidance resulting from vast experience within the sector. An ability to understand the client’s needs and the parameters within which these can be accommodated has proved essential on recent projects and has led to the successful delivery of some very challenging schemes. Experience specific to HE Estates environments relate to space utilisation, public procurement rules, legislative compliance, supply chain management, KPI’s, systems & processes and commercial & contract law dealings supported by an in depth understanding of contract law, dispute avoidance and contract administration. Recent professional development includes extensive training on both the Public Contracts Regulations, 2015 and the Construction (Design and Management) Regulations, 2015.Particular strengths include stakeholder management to enable the delivery of flexible and innovative spaces and the ability to advise on suitable procurement strategies for high value and complex projects enabling the appointment of suitable resources in line with current legislation.

This role formed part of the Estates Leadership Team, leading a team of staff responsible for services such as facilities procurement, cost management, compliance and capital project delivery including all commercial and contract dealings. A key objective of the role was to provide a compliant route to market for all outsourced services including contractors and design consultants. This was achieved through the implementation of frameworks and strategic procurement, providing value for money and improving performance. The implementation of a KPI system to monitor and take action on any unsatisfactory contractor performance resulted in a significant increase in performance and a reduction in H&S incidents on site.Further achievements included the design and delivery of an electronic Control of Contractors system which efficiently checked the competence and suitability of all appointed resources which was further linked to the purchase order requisition system preventing the appointment of contractors who could not demonstrate the high standards of H&S required by the sector. This led to increased protection of staff and students through reduced disruption and increased communication both within the University and the local community.Prior to leaving the HE Sector, Jonathan participated in the delivery of a change management process to move the Estates Department from an ‘Open Plan’ environment, into a full ‘New Ways of Working’ environment. Carful change management principles were adopted prior, during and after occupation to ensure a smooth transition. Planning for the project involved reviewing departmental processes to ensure that these were modernised and capable of operating within a paperless environment. The output of the project saw a higher number of staff located to a smaller building with suitable working environments which were task oriented thus leading to greater staff and space efficiencies.
