Shortly after arriving at ENSR, assumed responsibility of the Southeast Region's Integrated Site Closure (ISC) Department (consisting of over seventy environmental professionals located in six states). Hired and managed regional Department staff and provided Senior Technical Review of Remedial Investigations (RI), RCRA Facility Investigations (RFI), Environmental Site Assessments, Feasibility Studies (FS), Corrective Measures Studies (CMS), Remedial Designs (RD) and multi-media Remedial Actions (RA), for our region's impacted sites - regulated under RCRA, CERCLA and various State Voluntary Cleanup Programs. Served as project manager on assessment and remediation projects on CERCLA sites listed on the NPL or on the EPA Region 4 “NPL Equivalent” program. Conducted confidential site assessments utilizing the Hazard Ranking System (HRS) site scoring on behalf of private clients and reviewed the HRS scores of sites scored by the USEPA or State environmental agencies. Assisted with promulgation of the South Carolina Hazardous Waste Management Regulations regulations that pre-dated the Federal Hazardous Waste Management regulations, Resource Conservation and Recovery Act (RCRA). Conducted RCRA compliance inspections at Large Quantity Generators (LQGs) and Treatment, Storage, Disposal (TSD) facilities, also functioned to determine when District RCRA inspections warranted referral to enforcement. Developed and implemented the South Carolina Quarterly Reporting system for hazardous waste generators, transporters and TSD (permitted) facilities. The system is still in use today. In 1985 transferred into DHEC’s CERCLA Division and was among the initial groups of state regulators trained by the United States Environmental Protection Agency (EPA) in the use of the Hazard Ranking System (HRS). Evaluated, assessed and scored (for inclusion on the National Priorities List) over fifty CERCLIS Sites following the NCP process and utilizing the HRS. Also provided training and senior review to junior staff on the proper implementation of the PA/SI process and utilization of the HRS.
