Performs complex administration work in planning, organizing, coordinating, and directing the financial activities of the board; establishes and maintains internal control procedures and assures that state and national standard accounting procedures are maintained. Prepares reports that summarize and forecast business activities and financial positions in areas of revenue, expenditures, and fund balances based on past, present, and expected operations. Oversees 86 grants for 36 agencies totaling $14 million. Assists in the preparation of the annual Administration and Case Management budget of $6 million for a staff of 65. Directs the development and maintenance of systems and procedures to ensure the accuracy, validity, and timeliness of grant submissions. Prepares documents for audits and annual tax rate setting and oversees Medicaid billing for Targeted Case Management. Instrumental in obtaining and maintaining Commission on Accreditation of Rehabilitation Facilities accreditation since 2012. • Created a working cash reserve for the DDRB by generating a formula to determine the working reserve plus an emergency reserve the board has decided to maintain. This allows the board to know what additional funds they can spend before they access the emergency or working Reserve. • Analyzed trends of annual property tax revenue, maximized resources. and budgeted service lapses to allow the Board to authorize an additional $1million of services each year. • Recommended offering HRA and HSA plan to help reduce premiums. Reduced health benefit expenses from 20.5% of payroll to 18.5%, resulting in annual savings of $21,200 while maintaining benefit levels. • Discovered that the Board was not receiving a local financial match. By taking a different tact and communicating effectively, secured an additional $193,000 for DDRB and an additional $2 million statewide for similar entities. Show less
