      Although Shared Services Canada is a government-wide service provider to 43 Government Departments, it is also a client of its own services - in essence it is the 44th partner.As leader of the Project and Portfolio Management team, John's focus is helping to ensure that the desire for paperwork doesn't outweigh the desired goal of small-p projects: keeping them within the reasonable limits of the triple constraints of time, scope, and funding.As a member of the CIO's office area of responsibility, he's helping to implement processes that are a) efficient, b) effective, c) goal-oriented, while d) still adhering to best practices and due diligence.

      After leaving the Email Transformation Initiative after successful co-development of communications products and training materials (some of the first formally accepted documents by the department from the service vendor), John returned to National Security Portfolio Datacentre Operations directorate. Through matrix reporting, John was responsible not only for leading the development of resource allocation strategies, but collating and aligning the Integrated Business Plan.On April 1, 2015, Shared Services underwent a massive realignment exercise that changed away from a "portfolio" alignment. John was hand-picked into the Middleware and Database Directorate of the new Data Centre Services Branch as Senior Advisor to the Senior Director.

      John led a team of Project Managers and specialists as we assisted Government of Canada client organizations to prepare for the transition onto the new government-wide email system. This involved making or influencing decisions for the project as a whole, reviewing and resolving issues and conflicts, and meeting regularly with partners and the supplier organization.As a parallel exercise, John also had horizontal project-wide responsibilities for communications items, product and transition training modules, and other internal and external deliverables while working closely with Communications and Organizational Change Management specialists.

      Preparing "the Plan for the Plan" for Government of Canada Data Centres. Imagining and documenting not only the 7-8 year vision for data centres, but leading immediate initiatives that would help Shared Services Canada begin the trek towards their mandate.First, John helped shape the design of Data Centre Networks and Data Centre Security before transitioning Networks to subject matter experts in Telcom Transformation. Once a new Cyber-Security organization was created, he transitioned data centre security to the leadership of that new unit.This allowed John to step into a new role that has already had long-lasting effect: helping to design the philosophy and structure of the new Data Centre IT operational support model. Using best practices, Treasury Board staffing profiles, and engaging Human Resources, a new model - and clear ways to staff public servants into the the new model - were enunciated and put into play.
