As the Chief Executive Officer, administered, coordinated and controlled the operations of an agency of 21,000 offenders assigned to 18 facilities and community supervision programs, 7,000 employees, and a budget of $500,000,000. Established rules and implemented agency-wide policies in accordance with national standards for the administrative practices, security and rehabilitative methods including disciplinary and behavior management, diagnostic, classification, counseling, substance abuse, medical and mental health treatment, vocational and academic education, research and statistics. Implemented a department wide compliance audit and inspection protocol. Organized and operated programs for the development, training and professional certification of staff. Implemented a standards project and successfully achieved national accreditation of a number of facilities and programs, including the CDOC training academy and the first female correctional facility in the nation to be accredited by the National Commission on Correctional Health Care. Implemented a Statewide master roster policy governing Posting and Staff Deployment and implemented a Centralized Transportation Unit. Planned and executed a variety of facility expansion projects. Participated in planning with Federal Authorities for expanded regional cooperation for the increased number of civil and criminal INS and USMS detainees’ post 9/11. Contracted with a variety of state, federal and non-profit entities for the care and custody of offenders in community supervision and interstate compact programs.
