Since then, the NYSTIM Steering Committee has developed the Emergency Traffic Control and Scene Management Guidelines to assist responders and improve incident scene safety.   The Thruway Operations Center Manager is responsible for the daily operations of the Thruway Statewide Operations Center (TSOC). The TSOC is the central dispatch point for all incident and traffic management activities along the NYS Thruway. The Operation Center Manager is responsible for the coordination of traffic management and traveler information activities between the TSOC and Regional Traffic Management Centers; administration and of the maintenance and operation of the Authority's Radio Network; responsible for the development and implementation of policies and procedures for the use of the radio communications facilities and emergency preparedness, and serves as the Agency representative to NYS Office of Emergency Management and NYS Disaster Preparedness Commission.   The Thruway Communications Supervisor directs and oversees the maintenance and operation of the Authority's Communication System. As the Thruway Communications Supervisor I was responsible for the development and implementation of policies and procedures for the use of the radio communications facilities. The Thruway communications system provides instantaneous communication 24 hours a day among Thruway Authority headquarters, tollbooths, and hundreds of vehicles operated by Troopers, administrators, maintenance and emergency service crews, and toll personnel.All communications are centralized at Thruway Authority headquarters in Albany. The communications center is staffed by shifts around the clock with a force of civilian dispatchers, senior dispatchers and State Police technical sergeants.
