ICRPS was founded at a meeting in the University of Missouri, Columbia in 2001, when I was a visitin g scholar with the Rural Policy Research Institute (RUPRI), then based in the Truman School of Public Affairs. The partnership has in one period or throughout included Universities and Research Institutes in Mexico (Mexico State University, Temuco), Canada (Guelph, Université de Québec à Rimouski, Concordia University, Brandon University), USA (Missouri, Oregon State, Tuskegee Alabama, Penn State), Scotland (UHI, Aberdeen), Belgium (Leuvain KN), Spain (Autonomous University of Barcelona), Hungary (Corvinus University of Budapest), Italy (Bologna University), Ireland (Teagasc, UCD and Galway). After 2/3 year start up funding from the EU+Canada Cooperation Programme on Further and Higher Education, the activities have been sporadically supported from various sources, but mainly self-sufficient with contributions from faculty, students, and a few public programmes. The activities are very popular with faculty as well as students, who are mainly PhDs but also include Masters students from appropriate programs and some practitioners in territorial and sustainable rural development as well as national and international organisations.

TOP-MARD was a 12-country study of the dynamic inter-relationships between the Multiple Functions of Agriculture and territorial rural development in a range of different European geographical, social, economic and political contexts. It used a systems thinking approach, and developed unique dynamic systems models for each region study. In this way the team was able to create scenarios showing the impact of various environmental, rural and territorial development policy options on such things as demographic changes, migration, incomes, employment, environmental pollution, landscapes and quality of life. This was a pioneering effort, which influenced subsequent policies.

I held the Chair of Human Geography at the University of Aberdeen for nearly 10 years, during which time I was co-Director of the Arkleton Institute for Rural Development Research, which absorbed the previous Arkleton Centre for Rural Research which I established in 1995 while Programme Director of the Arkleton Trust. I was also co.Director of the Sustainable Rural Development Masters Programme at the University. Between 1997 and 1999 I was ex officio the External Advisor to the Land Reform Policy Group and the Inter-Departmental Group on Rural Policy in the Scottish Government.
