It is a pleasure to recommend Russell (Joey) Coco, MBA, P.E. I have worked with Joey on the report card effort for the Louisiana Section of the American Society of Civil Engineers (LA ASCE). The Report Card for Louisiana’s Infrastructure was a tremendous effort, comprised of over 50 volunteers; primarily licensed professional civil engineers situated in private practice, government agencies, and academia. The report card is an un-biased, peer-reviewed assessment of our state infrastructure – pared down into an easy to understand document. The 60 page document and trifold covers nine infrastructure areas; Roads, Bridges, Ports, Levees, Dams, Aviation, Wastewater, Drinking Water, and Solid Waste. Over an 18th month period, civil engineers gathered infrastructure data from a wide range of agencies across the state, disseminated the data, and graded the infrastructure - not only on the basis of condition, but also on capacity, operation and maintenance, funding, future need, safety, and resiliency. This was a massive effort to reach out to the community and political leaders. Joey’s role as project manager of this huge effort attests to his skills in organization, leadership, technical expertise, and dedication to his work. I also interact with Joey at the Baton Rouge Branch level of LA ASCE and the Government Relations Committee of the Section Board of LA ASCE.
