Rob Pennington
I have worked with Joel at NeIC since I began to work with NeIC in 2015. He has been an excellent source of technical expertise on the topics of project management and distributed collaboration tools, has consistently applied these skills very effectively in his work and has been happy to share his knowledge with me and others at NeIC. He communicates very well and is both persuasive and open minded in discussions. Joel has excellent documentation and organizational skills and is able to structure, present and carry through a project, addressing the relevant details and as well as the larger goals and vision that are needed for a successful project. When I have started as project manager leading the CodeRefinery project, it was Joel who got me up to speed and mentored me in project management techniques. Later we have worked together both on administrative (program committee for the NeIC 2017 conference) and technical projects (restructuring of the main NeIC web site) and interacted in many meetings.
