Developed, SOW, designs, plans, specifications and cost estimates for industrial processes, air conditioning, ventilation, plumbing, compressed air, energy saving and conversion systems, pneumatic transport systems, control systems, utility systems of major complexity for use by Naval Shore Facilities, including multi-story offices and quarters, aircraft overhaul facilities, and training facilities and a very wide diversification of other structures and facilities. In addition, I served as technical advisor to other journeymen technicians and lower grade Engineers on complex engineering problems and projects. Energy Management I have performed Energy analysis, Life-Cycle Cost analysis, setup facilities power metering systems, and Cost Estimates. I have develop energy conservation measures for various facility projects, plus provided Commissioning, Retro-Commissioning reviews for federal facilities. Conducted site visits to various facilities to due energy analysis to determine building energy losses occur and provide detailed reports of the findings for the client. Show less

Provided and prepared final design calculations and plans. Provided technical specifications and details labor and material cost estimates for use in obtaining project funding and for bid evaluation. Prepared, RFP’s, scope of work, government construction estimates and engineering fee estimates for work to be performed under Architect-Engineer (A&E) contracts. Reviewed plans, specifications, cost estimates, project documents and reports submitted by A&E firms for technical adequacy, completeness, functional design, sound engineering practice, compliance with NAVFAC and DOD criteria and all applicable codes. Ensured that the final submittal is complete and satisfactory. Defined the criteria, controls, and restrictions, from the technical standpoint, that governs work within this field by private A&E firms. My duties as a Design Manager included, but was not limited to, assigning work to team members in the form of work requests; written memoranda, work schedules, and verbal instructions. The assignments are given in general terms, covering overall objectives and priorities, with the supervisor only indirectly in control of the various alternatives in method of accomplishment. I am responsible for planning and carrying out the assignment independently to completion. This responsibility includes resolution of problems, coordination of effort with others, interpretation of policy, and the development of methodology in the absence of a precedent. I keep the supervisor informed of progress and potentially controversial matters. Completed work is reviewed for technical soundness, appropriateness, compatibility with other work, and effectiveness in meeting the requirements. I have also performed other duties as assigned by the supervisor. Show less
