As Director, Contract Compliance Department (DCCD), I oversee 2 UnitsThe Monitoring and Compliance Unit (M&C) and the Policy and Regulation Units (P&R) I oversee the drafting of the policy framework to guide PPP arrangements across the expected value chains and throughout the Projects Lifecycles of PPPs I have the responsibility of ensuring compliance at all levels of PPP arrangements and to ensure strict adherence with prescribed processes and expected standards. I ensure that the performance monitoring and evaluation framework, policies and operational systems in terms of Public‐Private Partnerships (PPPs) throughout the country are developed and implemented in accordance with existing legislation, regulations, practice notes and guidelines. I have the overall responsibility to:o put in place an appropriate contract management methodology and risk registero put in place an appropriate performance monitoring and audit systemo ensure remedial measures for improving service delivery are implemented when required, ando monitor the service provider’s approach to rectifying non‐compliance private partnerships, alliances and infrastructure project management frameworks; and, provide recommendations for change and improvement Provide expert advice and ensure quality assurance of Infrastructure Procurement and project management frameworks for the Commission Support the relevant entities in developing sector‐level PPP policies, and interpret the Principles outlined in the central policy Provide high‐level advice and strategic research to the Commission on regulatory matters affecting PPP Projects Develop, coordinate, and participate in multifaceted training programs focused on the elements of the ICRC compliance program, and seek to ensure that all stakeholders (both internal and external) are knowledgeable in PPP Contract Monitoring and Compliance and keep pertinent standards Show less
