I am responsible for the implementation, management, oversight and assurance of the CCG’s corporate governance systems and processes, Emergency Planning, Resilience and Response (EPRR) and Business Continuity Management (BCM) programmes. I coordinate the local health economy planning and response to major city events and other less predictable events (e.g. industrial action, extreme weather) through a collaborative style of working. I determine the strategic planning of relevant governance, EPRR & BCM projects, identifying interdependencies across projects/functions, potential impacts on wider organisation, resource requirements and building in contingency and adjustments as necessary. I coordinate the reporting and analysis of CCG departmental/committee risk registers with respective CCG leads. I develop robust ‘exception’ reporting mechanisms for the Governing Body and Senior Management Team where corporate risks deviate significantly from acceptable trajectories, working in liaison with clinical and/or contract leads. I ensure compliance is maintained with complaints and FOI national timescales for response and with any locally agreed Key Performance Indicators.

I attended multi-agency planning meetings as the local NHS lead for large scale events taking place in the city and ensure local providers are adequately prepared for the impact of such events. My responsibilities included: • Managing the Primary Care Trust's (PCT's) readiness to respond to any local emergency (major incident) by meeting its legislative obligations and complying with all Department of Health Emergency Planning Guidance by liaising and working with multi-disciplinary staff from many agencies • Producing the major incident plan and all associated plans (including pandemic influenza, heatwave, road fuel disruption) • Ensuring the PCT was prepared to respond effectively to internal and where appropriate, external major incidents • Overseeing and coordinating the development of business continuity plans in conjunction with other departments within the PCT and ensuring these were aligned with the continuity plans of neighbouring PCTs and NHS Trusts • Planning, developing and delivering local exercises, training and awareness programmes for all staff involved in major incident and business continuity planning to prepare staff and to ensure that all involved were practised and confident about their role in the emergency plan • Verifying the capability of the plans • Working with neighbouring organisations and multi-agency partners to ensure resilient emergency plans both internally and externally across the Merseyside and Cheshire area.

My responsibilities included:• Representing the Health sector at the Cheshire, Halton and Warrington Local Resilience Forum sub groups.• Supporting the development of multi-agency plans with health related topics and contributing to other plans, policies and procedures.• Supporting the local management of predictable events (e.g. winter) and other less predictable events such as industrial action, incidents at COMAH sites etc. • Working with the Risk and Clinical Governance Manager to ensure the Trust met its obligations and objectives in the delivery of effective emergency planning and business continuity.• Undertaking the education and training of staff in emergency planning.• Commencing the business continuity programme.• Acting as lead officer for the Trust in participation of multi-agency exercises.• Ensuring lessons learnt from exercises were incorporated in to future versions of plans and procedures. This information was also shared with staff.• Producing relevant plans (including the major incident plan, business continuity plan and the emergency planning operational policy). • Creating Executive and Board reports including the annual report for emergency planning and business continuity.• Setting up and maintaining equipment in the Trust's Major Incident Room.• Regularly testing the Trust's incident response capabilities. This included ensuring adequate numbers of staff were trained in the use of CBRN (Chemical, Biological, Radiological and Nuclear) protective suits (in and out of hours); that the decontamination equipment was maintained and tested regularly (in and out of hours); and conducting communication cascade exercises (in and out of hours) to comply with national guidance.
