It is a pleasure for me to write this testimonial on behalf of Mr. Jad Najjar, whom I have known since our first collaboration in the context of the R&D Project PROLEARN back in 2006. Since 1 Sept 2008 Jad Najjar served as leader of the work package "Learning Needs and Opportunities Testbed" within the ICOPER Project and as technical project manager of the development of ICOPER applications, i.e. innovative web applications that fulfil specific end-user requirements in the context of finding and delivery of outcome-oriented learning resources. The activities and sub-projects in which he was involved, many times in a leading role, included - the coordination of ICOPER software development for pilots, - the evaluation of innovative software for technology-enhanced learning with a particular emphasize on user experience including usability studies, - the development for best practices for the introduction of technology in the classroom and beyond based on quantitative and qualitative research, - user-driven specifications for outcome-oriented teaching and learning, in particular the PALO (Personal Achieved Learning Outcomes) data schema that is currently subject of a standardization effort of the European standardization body CEN, - the set-up and maintenance of crucial liaison activities with standardization bodies and experts, - writing up of high quality journal and conference publications - presentation of project results vis-à-vis key stakeholders including the European Commission. All of these activities were highly successful and have resulted in a sustainable positive impact on the project and beyond. Jad Najjar proved to have outstanding knowledge in the field of user-centred web application development, e-learning standards and specifications as well as management. He has an impressive capacity for both strategic thinking and goal-directed creativity. At no time during our collaboration was Jad Najjar reluctant to address tricky issues. He is an outgoing and approachable person and has excellent communication and team-building skills. I can certainly recommend him highly.
