      Responsible for State-Wide management and performance of all utility relocation coordination and technical supervision of railroad coordination activities on State Highway Projects by the State Railroad Coordinator on all types of State highway projects; working to, or overseeing the work to lessen or eliminate any negative impacts of those projects upon the infrastructure of the various public and private utility companies as well as railroads.I act as direct Liaison with Utility Companies and their Engineering Consultants and/or with the TDOT Utility Coordination Consultant Engineering Firms to ensure that utility relocations are properly planned and executed where new highway project construction and highway reconstruction projects are impacting public utility company or private utility company facilities.Once I have reviewed and verified that utilty relocation plans and estimates of cost have been properly developed by the public and private utility companies, I then develop formal agreements between TDOT and the Utility Companies to authorize relocation of those utility facilities being impacted by TDOT Highway Projects involving new construction and reconstruction.I also provide technical supervision/overview of the Railroad Coordinator's work as direct liaison with the Railroad Companies in the State that are being impacted by State Highway Projects, and coordinate closely with these railroad companies to make sure the highway projects are not negatively impacting their track and train facilities.I also provide technical supervision/overview the State Railroad Coordinator's work with Local Government Agencies receiving construction funding from the FHWA thru TDOT, so as to guide and assist them in their process to coordinate their projects with utility and railroad companies so the Local Agencies can obtain project approval from these railroad and utility companies, and ultimately get FHWA construction funding approval for their civil/public projects.

      Responsible for State-Wide management and performance of all railroad coordination activities involving State Highway Projects and the impacts of those project upon the infrastructure of the various railroad companies in the State of Tennessee. Act as the Department's direct liaison with all Railroads and their General Engineering Consulting Firms, to ensure that State Highway Projects are being designed in a manner, so as to safely protect the interests of the Railroads being impacted by State Highway Projects and TDOT as well.I develop and process all written agreements between TDOT and the Railroads being impacted by State Highway Projects.I also coordinate and process all TDOT requests for waivers of Railroad Design Specifications, as they relate to various highway projects, where cconditions warrant alternate designs outside normal railroad specifications.I coordinate with Local Governments and the Consultant Engineers on Local Program Administrator (LPA) Projects in order to ensure that all pre-construction railroad coordination is completed prior to construction funding from FHWA.I also manage the Shanklin Law review and development of railroad grade crossing projects with 200-ft of the limits of State Highway Projects.I also provide some utility relocation coordination on various projects that have railroad involvement, where there are utility facilities within railroad rights-of-way that require relocation or other modifications in order to accommodate the construction of the highway projects impacting the Railroads.I provide technical railroad specifications and advice to Supervisory and Subordinate Personnel within TDOT, and to the officials of Engineering Consultant Firms involved with the development of highway projects that are impacting railroads.
