July 27, 2020 To Whom It May Concern: I am writing on behalf of Ms. Jill Ratliff. I have known Ms. Ratliff since 2012, when she served as the Assistant Vice President for Academic Affairs overseeing Institutional Research and Student Records and Planning. Her responsibilities continually increased and as my roles changed at Morehead State University, we collaborated on high-level initiatives, including the institution’s strategic plan, enrollment management, and accreditation. I feel fortunate to call her colleague and we have maintained a strong professional relationship often relying on the judgement of each other. In 2012, I became Executive Assistant to Morehead State President Wayne Andrews who assigned Ms. Ratliff and me to co-lead the establishment of ASPIRE, the University’s 2014-18 strategic plan. An experienced planner, Ms. Ratliff approached the task in a meticulous, thoughtful manner. She was a generous partner sharing her knowledge and providing me with opportunities for input. Ms. Ratliff understood the intricacies of planning, kept us on schedule, and knew that buy-in from campus was crucial. Developing a strategic plan for any organization is a daunting endeavor, but for a university it is especially challenging, due to the intellectual landscape defined by open and often lengthy discourse. I learned a great deal from Ms. Ratliff and together we navigated obstacles and produced a plan that moved the institution forward and addressed the needs of all constituents. Higher education, particularly regional comprehensive universities, faced numerous pressures over the last decade, including budget cuts and declining enrollment. The challenges made it difficult to provide a quality education for students and to assist a socioeconomically devastated service region, central Appalachia. Ms. Ratliff, a trusted member of the leadership team, helped guide the University and, in particular, improved retention and graduation rates while ensuring high standards. Her insights and management of key data, proved invaluable as Morehead State realigned admission criteria and adjusted resources to promote student success. As the Associate Vice President of Student Academic Success, I worked closely with Ms. Ratliff to develop a new enrollment management model which helped students and empowered the University to effectively address new state performance funding metrics. As the Accreditation Liaison with the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC), she recently led Morehead State’s reaffirmation process. Having just concluded my three-year appointment as dean of the Caudill College, I again relied on Ms. Ratliff to assist me in verifying that faculty were properly credentialed and that assessment demonstrated compliance. I have had the honor and privilege of working with Jill on numerous occasions in her role as Chief Planning Office for Morehead State University. She did an outstanding job of guiding the steering committee, and the entire campus community during our SACSCOC reaffirmation process. Her tremendous level of professionalism and attention to detail was highly commendable. Because of her leadership and dedication, we were able to submit the necessary documentation and supporting materials ahead of schedule. Jill is known for her ability to thoroughly explain the planning processes on campus, and to demonstrate how those plans tie into the overall strategic plan of the institution.
