The Advance Planning section within the Department of Planning and Community Environment is responsible for administering many of the City's housing, historic preservation, and community development programs, including:Management of -Development of the Comprehensive Plan Amendment, which would update the existing 1998 - 2010 Comprehensive Plan until a more extensive revision is completed in 2020; Oversight and implementation of the City's historic preservation ordinance;Administration of the City's Community Development Block Grant (CDBG) programs, administered by the federal government's Department of Housing and Urban Development;Oversight and management of the City's below marking rate housing program and Comprehensive Plan Housing Element. Advance Planning staff is also responsible for the coordination of special studies with other agencies and jurisdictions, including the Association of Bay Area Governments, the County of Santa Clara, and State of California.Other efforts within Advance Planning include Zoning Ordinance updates and preparation of various yearly reports to the City Council, such as information on Williamson Act properties, residential and commercial vacancy rates, and automobile parking assessments.
