I've observed Mr. Cole performing his duties as the ISRD chief. His primary attributes are: - Vision: Mr. Cole envisioned where he would like to have taken ISRD in the future. During the time period, I personally saw Mr. Cole provide his vision to subordinates on what the ISRD unit would become. - Leadership Capability: Mr. Cole is provided leadership to the ISRD organization. In an organization that required real leadership, Mr. Cole provided it to his subordinates by example. Very few individuals in the overarching organization were capable of leading their subordinates. Mr. Cole effectively led his people through a very difficult time in ISRD's transition period. - Continuity: Mr. Cole took over ISRD during a period of transition. The organization was not only making a move of its physical location, the role of the unit was going to change. Mr. Cole provided stability and continuity to the organization at a critical time in its past.
