LYNX Blue Line Extension Business Liaison

I currently serve as Liaison representing Charlotte Area Transit System, City of Charlotte Corporate Communications and Economic Development (Neighborhood and Business Services) to businesses, property owners, and developers along the Blue Line Extension. LYNX Blue Line Extension is a 1 billion dollar infrastructure investment- the biggest investment in North Carolina. My specific goals are to facilitate problem solving related to construction impacts, enhance communication regarding construction schedule, and facilitate transit oriented development along the light rail alignment. Specific responsibilities include: - Anticipate and mitigate construction impacts and disruptions to businesses along the LYNX Blue Line extension. Work with multiple members of the LYNX Blue Line Extension Team (Engineers, Contractors, Real Estate and Legal Divisions) to maintain construction schedule activities, constituent business operations, and special provision contracts. - Present and conduct project updates to businesses and property owners impacted by light rail construction via public meetings and coordinated meetings onsite. - Analyze and assess transit design principles, financing and implementation strategies such as value capture and corridor preservation strategies. Also review land development plans which require CATS input. - Manage external and internal relationships among community stakeholders and various government agencies by collaborating with CATS Executive Team, Department Directors and City Councilmembers. Align constituent goals with the goals of the organization. - Prepare and manage Rail Service Start Up Plan report (required by the Federal Transit Administration). The completion of this report requires Executive level coordination amongst all CATS Divisions to prepare for revenue service of the LYNX Blue Line Extension project.

I used economic and community development principles to facilitate redevelopment of targeted geographies that experienced disinvestment such as Beatties Ford Road and Eastland Mall areas. I frequently coordinated with the Planning Department, Charlotte Department of Transportation, Solid Waste, Landscape Management, Neighborhood Development, developers, community residents, and business owners to innovate and implement targeted City services and partnerships that led to redevelopment and renewal. Specific tasks and accomplishments include: - Served as Liaison between targeted revitalization communities and Department Directors, City Council members, County Commissioners, Former Governor Beverly Perdue’s office and the general public to communicate policy information, and feedback from the public. - Presented Department policy and program updates at Town Hall meetings, conferences, Charlotte Chamber, and Community Cabinet (Cabinet included Assistant City Managers, Department Executives and the public.) - Facilitated the creation of the Beatties Ford Road Taskforce. This team developed and facilitated the approval the first North Carolina Department of Transportation Public Art in the Public Right of Way policy to facilitate the installation of light fixture art on the Interstate 77 underpass at West Trade Street. Also served as lead to facilitate the public private partnership of Mosaic Village, a significant mixed use investment along West Trade Street. - Advocated for private development and public private partnerships that advanced community driven neighborhood area plans. Served as liaison between government agencies investing in public infrastructure and the Charlotte constituency to facilitate new urbanism principles and neighborhoods' sense of place.
