I have been a faculty member at Michigan State's Eastern and Western Utility Rate Schools since 1996, lecturing on topics including conservation-oriented rate structures, demand repression, reuse, and the basics of utility accounting. In addition, at the Summer 2015 meeting of the National Association of Utility Regulatory Commissioners, I gave a presentation entitled "The Florida PSC's Water Ratemaking Toolbox". I have also been a periodic faculty member of Michigan State University's Annual Regulatory Studies Program ("Camp NARUC"), most recently in 2015 and 2016, lecturing on both accounting and rate design issues for water utilities.
