  Member of the federal litigation team for past, present and (no doubt) future litigation relating to the operation of the Federal Columbia River Power System. Author of the 2005 Comprehensive Analysis (Corps et al. 2005) that became the template for NOAA Fisheries' 2008 FCRPS Biological Opinion and Supplemental Comprehensive Analysis (the Comprehensive Analysis is available at http://salmonrecovery.gov/Files/BiologicalOpinions/CA-Final.pdf). As part of this effort, I also developed a mathematical model (in partnership with my colleague Dr. Rich Hinrichsen) for estimating the changes in salmon population productivity resulting from reforms to hatchery programs (referred to in the 2014 Supplemental BiOp as the Stier-Hinrichsen method). This model was adopted by NOAA Fisheries for use in the 2008 FCRPS BiOp and subsequent supplements to that BiOp. Generally - advising the Vice President for Environment, Fish and Wildlife on matter relating to BPA's Fish and Wildlife program.

  As Peter's Legislative Director my accomplishments included (but were not limited to!) the following:Conceived of and worked with staff for Rep. Bob Smith (R-Ore.) to found the Northwest Energy Caucus, a bipartisan group of Northwest House Members dedicated to protecting the region's interests in national energy legislation and its low-cost power supply (of course, let me give credit here to the Members themselves, who ultimately made this happen).Lead House staff on H.R. 599 that refinanced BPA's outstanding Treasury debt. Enacted into law in 1996.Staff Director for the House Natural Resources Committee's Task Force on the Bonneville Power Administration. Rep. DeFazio chaired the Task Force, which was created by then committee Chairman George Miller. The Task Force held five hearings in the Northwest and D.C.. The subject matter included BPA's budget, its competitiveness in new and emerging energy markets, its programs for resource acquisition, and the future of salmon recovery efforts in the Columbia River basin. Its report - BPA At a Crossroads - was issued in May 1994.Lead House staff on an amendment to the National Energy Policy Act that authorized BPA to directly fund generation improvements and O&M at the federal hydroelectric projects that make up the Federal Columbia River Power System (enacted into law in 1996).
