      Currently, I work as a HR Business Partner for Britam Insurance Company (Rwanda) Limited. Britam is a leading diversified financial services group, listed on the Nairobi Securities Exchange. The Group has interests across the East and Southern African Regions. It offers a wide range of financial products and services in Insurance, Asset Management, Banking and Property. My duties and responsibilities include Planing, directing, supervising, and interpreting human resources policies and procedures for Britam rwanda; Implementing staff training programmes in accordance with the defined guidelines; Ingraining the performance management culture and administering the performance aide through using the balanced scorecard methodology; Developing and implementing effective retention plans for key resources; Managing employee welfare issues; Executing the entire SU recruitment and on boarding process and activities, e.g. approvals, advertisement, shortlisting, interviewing, negotiation, contract management and induction and Conducting exit interviews to identify reasons for employee separation from the company. Part of key skills acquired include how to develop the Balanced Scored with clear KPIs; how the Balanced scorecard is translated into Personal Scorecards (PSCs) for all staff across the company. In addition, I also acquired the use of advanced and sophisticated systems including the PMS, HRMS, Taleo recruiting system and many others. My key achievements since I joined the HR department in November, 2017 was to set up a HR department; Most importantly, I fully customized the Human Resource Policies and Procedures Manual to reflect Rwanda legal framework mainly Rwanda Labour and many others. In addition, I have also introduced the use Biometric finger print to monitor staff attendance.       My main duties in the Ministry of Public Service and labour were mainly Conducting and/or supervising research, policy and strategy analysis on matters of HR across the Public Service; Designing policies and strategies proposals as well as programs and projects in matters of Human Resource Management across the Public Service; Serving as collector and analyst of researches, policies, laws, regulations, and procedures related to HRM conducted or developed by sector ministries before their adoption; Collecting and analyzing data on HR recruitment, HR movements, HR disciplinary measures and HR retirements, time management and working hours in Public Service and Providing trends making; Disseminating and scaling up HR policies, strategies, frameworks as well as Laws and regulations in matters related to HR. Part of key achievements include the the development of the following key frameworks Public Service Competency Framework; Career progression structure; Retention programs and schemes. This great work was done in collaboration with the Worldbank under Governance for Competitiveness Technical Assistance Project (G4C). Under this assignment, I was reviewing the work done by the Worldbank's consultants and provide technical guidance to ensure the products will fit and speak to Rwanda Public Service's needs. As part of the same work, I coordinated the customization of Public Service Competency Framework across the Public Service.
